Do any curators actually accept free submissions?

BBC CW Radio thought my track was good enough to feature on air, but not one curator. Why is it ok for a curator to make more than an artists? Most can’t even listen to the full length of song and Paying for submissions to just be declined is just a scam. Let alone the risk of botted playlists. My question is arent sites like this just making playlisters gatekeepers of artists success? And sometimes they can decline you and snatch your money after listening to a minute when they never actually had intention of adding that song to playlist. They just wanted some quick and easy money. It’s a huge disservice to artists.
