Hard to submit a playlist with more than 100 followers right from the start, so it would be great to allow the submission of at least one playlist with less than 100 followers per user.

Originally we limited registrations to playlists with more than 100 followers to avoid listing very new or small playlists - as artists tend to look for playlists above that threshold.
